Inadequate Maintenance: There is a history of inadequate maintenance and delayed restructuring of the water industry has led to the current state of disrepair.

Rapid Growth: Selangor’s rapid economic growth and population increase have put immense strain on the existing, inadequate water supply and distribution system, which can no longer accommodate the demand.
