E-Hailing Drivers And Boat Owners to Receive Additional BUDI95 Benefits Starting Mid-October

The government is revising the BUDI95 scheme to give a higher quota to e-hailing drivers and boat owners.

The Ministry of Finance (MoF) has announced further updates on the implementation of the BUDI95 targeted fuel subsidy programme, which officially began on 1 October. The scheme, designed to ease the cost of living while ensuring fair distribution of fuel subsidies, is already showing strong nationwide uptake.

Monthly Quota and Renewals

Under BUDI95, every eligible Malaysian citizen is entitled to a monthly quota of 300 litres of subsidised RON95 petrol, renewed automatically on the first day of each month. This ensures consistent and predictable benefits for households across the country.

Extra Quota for E-Hailing Drivers

Recognising the contribution of full-time e-hailing drivers, the government has agreed to provide them with an additional fuel quota under BUDI95. The allocation will be credited before mid-October 2025. Importantly, drivers do not need to apply individually; instead, the government will coordinate directly with E-Hailing Operators (EHOs) to process applications in bulk.

Inclusion of Boat Owners

For the first time, the Federal Government has also extended BUDI95 benefits to registered boat owners, even if they do not hold a valid driving licence. This move acknowledges the importance of river and sea transport in states such as Sarawak and Sabah. The MoF is currently working with state agencies, including the Sarawak Rivers Board and the Sabah Ports and Harbours Department, to identify and register eligible boat owners.

Strong Early Uptake

As of 6pm on 1 October 2025, BUDI95 transactions recorded a total of RM84.2 million in subsidised RON95 purchases, equivalent to 42.3 million litres of petrol. From this, the government has channelled RM27.8 million in subsidies directly to consumers.

Since the pilot rollout began on 27 September, more than 3 million Malaysians have benefited, with cumulative subsidised transactions reaching RM255.6 million. This covered 128.4 million litres of petrol, with subsidies totalling RM67.0 million disbursed by the government.

The MADANI Government reaffirmed its commitment to ensuring BUDI95 runs smoothly, transparently, and delivers real benefits to the rakyat. The MoF and related agencies will continue to monitor the programme and make improvements where necessary.
